All Romulan and Klingon starships may equip Cloaking Devices. CLOAKING: During a ship's turn, if equipped with a Cloaking Device, it may choose to activate its Cloak before moving. A Cloaked ship gains a Cloak token. Before its movement, a Cloaked ship may choose to decloak. Ships may also be forced to decloak. When a ship decloaks normally, all shields are considered raised to indicated values on dials. If a ship is forced to decloak, all damage for the rest of the round is dealt to the hull.CLOAKING ATTACK: If a Cloaked ship attacks, it is considered forced to decloak. A ship that began the round Cloaked may add one die to its attack pool once per round. CLOAKING DEFENSE: A Cloaked ship gains an additional token, and may spend up to two tokens per attack, both considered as if the ship is at long range. All Cloaked ships are obstructed. When a Cloaked ship takes damage, damage is dealt directly to hull.TYPES OF CLOAKAdvanced Cloak: You may attack once per round without being forced to decloak. You may only attack with red die.Battle Cloak: Brace tokens spent while Cloaked round damage down.Evasive Cloak: While moving and Cloaked, you may swap sides of the movement tool. Small ships can only use this below Speed 4, Medium below 3, and Large below 2.Jamming Cloak: Attackers may not spend while the target is Cloaked.Standard Cloak: No additional effect.
First version of Cloaking Device rules for Romulans and Klingons. Current implementation plan is that Cloaking Devices are non-unique titles, with unique titles indicating a Cloak type. Commentary on the ruleset is greatly appreciated, particularly wording and potential holes.

i think you're pretty solid as is. variations on a theme., mostly. "during the defense token step you may exhaust this card to resolve a decoy/deflect/brace effect" and so on. you are considered to be one range farther for purposes of allowing dice pools. maybe double obstructing, too.

Thoughts on the actual mechanics?

It wouldn't hurt my feelings, but I wasn't going to bug you unless I found a good silhouette/pattern for the upgrade type. As it is, I was pilfering X-wing's preponderance towards unnamed title cards as a cheap cop-out.

would it be better to make another upgrade type that is specifically for cloak and have the various cloak types as upgrade cards?
